The year is 2019. All three Potter children and their Weasley cousins are now Hogwarts students but aside from following their adventures, the RPG's plot also incorporates characters from crossover worlds such as Little Women, The Virgin Suicides, Chuck, Pushing Daisies, Dexter, True Blood, Weeds, Skins, 10 Things and many more. Prior knowledge of the crossover books and shows is unnecessary, as they are explained in our Crossover Characters Guide. Crossover characters can simply be treated like Original Characters by roleplayers who are unfamiliar with their personalities. All members need is a love for the Harry Potter universe, intermediate to advanced writing skills, a good attitude, and a willingness to integrate themselves into the RPG's tight-knit, friendly community.

The Coulter Circle, often referred to by members as 'The Circle', is a top secret coalition of anti-non-human wizards and witches. It is headed by Professor Marisa Coulter, and includes both adults outside of Hogwarts, as well as students within Hogwarts. While Professor Coulter is the founder and head of The Circle, Preston Bell-Richards is her appointed leader within its Hogwarts Ring.

The organization does not approve of the advances in non-human rights at the Ministry of Magic ever since Voldemort's defeat. Thanks to Hermione Granger's Bill of Vampire Rights, Bill of Werewolf Rights, Bill of Veela Rights, Bill of Centaur Rights, Bill of House Elf Rights and more, the aforementioned non-human races as well as others have been fully integrated into wizarding society, where they co-exist peacefully... somewhat. Incidents of violence and the history of terror some other species have inflicted upon humans have convinced The Circle that they are dangerous. The Circle also does not believe these non-humans have actually lifted a finger to work for their rights and earn the privileges they now enjoy, so even though House Elves are not seen as dangerous, they are viewed as undeserving.



The Two Rings


Currently, two official 'rings' exist within The Coulter Circle; namely, The Central Ring - comprised of adults and those who have finished Hogwarts, and The Hogwarts Ring - which is made up of student Circle members.

The two rings function quite independently of each other, and most members of The Hogwarts Ring have no contact with The Central Ring other than Marisa. They are also not privy to all the information Central Ring members are - only select pieces of information Marisa believes they are ready to hear at their age. Many are shielded from some of The Central Ring's more extreme activities unless Marisa feels that informing them of these secrets will only secure their allegiance further.

Aside from Marisa's inner fold, which is aware of most of The Circle's workings, regular members tend to only be told about the organization's illegal dealings on a need-to-know basis.




History

Marisa, privately displeasured by the advances in non-human rights at the Ministry of Magic (particularly the Bill of House Elf Rights, Bill of Vampire Rights, Bill of Centaur Rights and Bill of Werewolf Rights passed by Hermione Granger, amongst others) saw it unwise to show her prejudice in a climate of change. Instead, she worked behind the scenes to form her own secret coalition of like-minded wizards and witches who believed that non-human creatures (even those of human intelligence, or that surpassed human intelligence) should be classified as magical beasts and denied the hard-earned rights witches and wizards enjoyed. Not only did she think many of these ‘beasts’ were dangerous to wizardkind (or simply born to serve them, in the case of House Elves), she also believed that none of them had done a thing to actually earn the privileges that came with their new rights. Blood-thirsty vampires and werewolves have spent centuries terrorising humans (including Muggles, who Marisa has no issue with – evidenced by her affair with a Muggle-born aristocrat), and she has never forgotten how Fenrir Greyback viciously slew her beloved grandmother during the second war for defying Voldemort by harbouring and protecting some Muggle-born family friends in her manor. She sees centaurs as arrogant beasts who treat humans derisively, driving them away from their forest territories and caring little for human laws. They, too, have hardly earned their place amongst wizardkind. Marisa even looks upon Veelas unfavourably. Although they appear to be beautiful women, they are, in fact, dangerous and hideous bird-like creatures beneath their façade. Her secret coalition of anti-non-human wizards and witches is named The Coulter Circle (often simply referred to as ‘The Circle’ by members). They work privately and ruthlessly to get the aforementioned bills at the Ministry abolished, and to incite hatred for non-humans amongst the general public by highlighting any crimes or acts of violence against humans by non-humans, and disseminating malicious information (some true, others exaggerated) about the non-human species they wish to subjugate.

Marisa’s rules are strict: no one in The Coulter Circle is to display their anti-non-human sentiments publicly. In order to avoid suspicion or detection, they are to accomplish their goals covertly, while appearing to sympathise with non-human causes. Lord Asriel, who had been keeping a close eye on Marisa’s activities despite breaking off contact with her, eventually discovered The Coulter Circle. Realising that she was using her influence within the Ministry to further The Circle’s goals, he sent her an icy warning, threatening to use his connections to get her fired if she didn’t resign herself. Recognising the threat to The Circle’s secrecy and how dangerous her ex-lover was, with his social network that rivalled her own, Marisa decided to show some acquiescence and allow him to win this round. She resigned her post at the Minister’s office and upon hearing of an opening at Hogwarts due to Flitwick’s retirement, she applied for the Charms Professor position.

Of course, Marisa had not given up her political and philanthropic career to teach for no reason. She had already secured enough allies within the political ranks to continue The Circle’s work from a distance, and hiring others to run her charities in her absence was only too easy. Marisa realised it was time to expand The Circle by influencing the young minds that would shape the new generation. It would not do to have all the modern youths believing that they should cave in to the demands of non-humans, compromising their own rights and the safety of wizardkind as a result.

Since becoming a professor, Marisa has worked to recruit promising young leaders within the school – especially those she suspects of having anti-non-human sentiment, or those she believes she can influence and change their view. The students within The Coulter Circle adhere to her rule of pretending to be friendly to non-humans, while secretly working towards their true goals. Many students will attest to Marisa being the sweetest and most charming woman they’ve encountered, perhaps even calling her a kindred spirit. However, in truth, her viciousness knows no bounds. What makes her truly frightening is not the evil inside her, but the fact that she genuinely believes she is working for the greater good. In her mind, she sees herself as a heroine, not a villain, and feels that the ends justifies the means.



At Hogwarts, Marisa found a Student Leader in Preston Bell-Richards, and went about winning him over to her cause.

At the start of his Fourth Year, the professor decided to let Preston in on a little secret. She did not approve of some of the Ministry’s current policies – especially those in relation to non-human rights. It seemed to her that non-humans, including many species that were known to be dangerous or scornful of humans, were gaining rights and privileges they had neither earned nor deserved. Preston’s distant relative (though not a blood relation), Hermione Granger, was responsible for many of these new laws that were being passed, and it was going to be difficult to stop her, if only because she was a beloved war hero in the wizarding world – seen as a key figure in bringing Voldemort down. The general population, according to the professor, seemed to be swayed by her misguided opinions about non-humans only because they could not see beyond her public image as a wise, righteous heroine. It was up to the next generation of politicians to correct the damage that had been done in compromising human rights and safety for those of non-humans. Preston was impressed by Professor Coulter’s passionate and well-thought out reasoning that supported her views, as she explained these to him in great detail over a period of weeks. He could find no logical flaw in her arguments and found himself agreeing with her. He told his mentor that if he were ever Minister of Magic, he would do what he could to set things right again – such as reversing the current laws favourable to non-humans, in order to preserve the safety and dignity of the human race. Professor Coulter was extremely pleased, and informed him that she always knew he would do her proud, and that she had not made a mistake in taking him under her wing.

It wasn’t long before she revealed the secret organization she had formed. The Coulter Circle, she said, was dedicated to fighting the injustices against humans brought about by non-human rights. Preston was told that he would be a perfect member of The Circle. She needed people like him – who governed with their head, not their emotions, and who knew how unwise it was to advertise their views while public opinion was still in favour of Ministry policy. Their work was best done covertly, while they maintained an unblemished façade of sympathy to non-humans. Professor Coulter made Preston the Hogwarts Leader of The Coulter Circle. He was its first student member, and the professor claimed she had waited years at Hogwarts for someone like him to come along – someone worthy of being trained to lead The Circle’s youths while she shepherded the old guard.

Throughout his Fourth Year, Preston remained its only member, as Marisa wanted to train him properly and educate him fully on The Circle, its agenda and policies, and its role at the wizarding school. However, by the time he was a Fifth Year, Preston was given the go-ahead to start recruiting select members – targeting both the students suspected of having anti-non-human sentiments, as well as those who might be useful and possibly converted to their views. Preston and Professor Coulter remain the only two who have the authority to invite and approve new members, though other existing members may make recommendations. Because Preston is the least likely person anyone would suspect of such activities, he is also Marisa Coulter’s perfect, ideal Hogwarts Leader.

To avoid suspicion, many of The Circle’s members do not even acknowledge one another in public, unless they already have an existing reason to be friends. Preston, for example, is never seen talking to Quinn Hodes or Brandon Flint – known troublemakers and bullies, to keep his reputation and known associations untarnished, just the way Marisa likes it. Yet, they are allies in private and Preston is the only student in the entire school Quinn willingly takes orders from.

Now in his Seventh Year, Preston is the brains behind Di Inferi – the rogue wizarding wireless program broadcasting on the Di Consentes frequency after hours (SEE: the Di Consentes plot, with the purpose of spreading The Circle’s propaganda. He is the original DJ Pluto, though not the only one. To avoid detection and to afford Circle members an alibi, DJ Pluto is not an individual, but a mask worn by Preston and other circle members who take turns hosting the program each night. With a voice disguise charm, all are able to sound exactly the same – giving the impression that DJ Pluto is but one male. Preston is also a Di Consentes host, giving him a good understanding of how the station works and how to piggyback their rogue show on the Di Consentes frequency.




Rules


The foremost rule of The Circle is that of secrecy. No member is to speak of The Circle, or reveal or acknowledge its existence to non-members, and they are all to work for their cause covertly, while maintaining a facade of sympathy towards non-humans in their everyday lives, so as not to be suspected.

All members must also make an unbreakable vow before they are granted membership and access to the organization's secrets. Should they attempt to reveal The Circle's existence, or speak of The Circle's inner workings to non-members or outsiders who are not already privy to it, the unbreakable vow will cause them to perish in mid-sentence, before the secrets leave their lips.




Recruitment


Circle members keep a close eye on those in society (or amongst their personal network) who display anti-non-human sentiments, however subtle. Once they have managed to ascertain the individual's non-human bias, they extend an offer of membership to their organization. However, the full extent of The Circle's activities are not revealed till the unbreakable vow has been taken.

Should the individual decline membership, the person who attempted to recruit them performs an illegal obliviation to rid the individual of any memory that they were ever invited.

It should be noted that in order to invite someone to The Circle, permission must first be sought from either Marisa or Preston. Only after it has been granted will anyone be able to speak of The Circle (in vague terms) to a potential recruit without the threat of dying from the unbreakable vow, as the intent is to recruit with leadership approval, and not to betray the organization.



Bolvangar


Bolvangar is a top-secret Research & Development facility run by The Circle in the bitter cold of Norway, far North in the wilderness. It is best reached by apparition (or helicopters, which wizards do not use). The heavily guarded compound is protected by Muggle-repelling charms, and looks like a pleasant wizarding hospital at first glance.

However, this is where Marisa and her team of brilliant Circle researchers perform illegal experiments on vampires and werewolves, in an attempt to see if their transformations can be reversed, and they can be stripped of their non-human traits and made "safe for society" again.

Marisa's initial intentions were simply to discover how to reverse the transformation - seeing it as an act of 'kindness' on her part (though this is, naturally, debatable by those outside The Coulter Circle). However, after Bolvangar was set up and she began her experiments, they soon got out of hand. Her Ravenclaw intellectual curiosity got the better of her once she realized she had a pool of captured non-humans she could perform all kinds of experiments on - and not just ones to rid them of their non-human traits (which is something Bolvangar has yet to succeed in doing). If the vampire or werewolf died or went insane in the process… well, they were only non-humans. After all, sacrifices must be made in the name of crucial magical research!

In order to lure non-humans to Bolvangar, Marisa, or another charming member of The Circle's Central Ring will approach and befriend talented non-humans who seem embarrassed, insecure or ashamed by their condition. Once they have won the non-human's trust, they will let the non-human in on "a little secret" that might enable them to rid themselves of their condition and return to a regular human existence again - freeing them of the stigma of being a vampire or werewolf in a society that is only just learning to accept such beings. However, the non-human will be told that they'd have to keep it a secret, as the Ministry of Magic does not approve of such reversals due to their opinion that it goes against the law of nature (this is untrue, of course). The non-human will then be instructed to quit their job, or take an extended leave of absence before being escorted to Bolvangar, which they are told is a secret hospital, rather than a magical laboratory for illegal experiments. Once there, they are abandoned by their new "friend" and kept captive - unable to leave. As The Coulter Circle has yet to achieve complete success with their experiments, no non-human who enters Bolvangar has ever left it - unless the experiments went beyond the pale and they had to be carried out in a body bag, to be buried in shallow graves in the woods.

Of late, Marisa has been doing mind experiments on the non-humans, to see if she is able to enhance the traits she likes about them (e.g. the intelligence, skill or talent they possessed that interested her in the first place), while eradicating them of their non-human instincts, fiddling with their emotional capacity, and altering their memories to ensure that if the experiment is a success, they will have no recollection of the brutal experience they underwent, and may be released into society safely, with everyone none the wiser about The Circle's existence. Captives also undergo regular obliviations to wipe them of recent memories, so that they don't entirely spiral into insanity while at Bolvangar (recent memories being anything that occurred from the time they were captured, though they retain their memories of their life before the experiments. Some of the non-humans in the later stages of experimentation may also have false memories inserted into their brains to make them loyal to The Circle and Marisa as well.). Obliviation does not work on vampires, so in order to rid them of memories, The Circle surgically cuts into their brains as often as is necessary.

Bolvangar is guarded by a group of mercenaries named Blue Sun. These men work in pairs to secure the facility, and are easily identified by the bright blue gloves they wear, and their identical black suits. While the blue gloves have no effect on regular humans, they cause non-human species to fall into a slumber upon skin contact, making it easier for the men to transport vampires and werewolves from one room to another in Bolvangar for experiments. Once the non-human is released from the blue-gloved hands of the merceneries, they awake within five minutes - temporarily weakened for about an hour.

The Head of the Blue Gloves (as they are called by the staff and residents of Bolvangar) are a pair of twins named Olaf and Oleksander Rakneberg. They are eerily placid and ruthless, with no qualms about employing gruesome means to subdue their non-human charges and any infiltrators. Marisa is also known to send the Blue Gloves out of Bolvangar to do some of her dirty work for her - dispatching or neutralising certain dangerous threats to The Circle. Olaf and Oleksander's weapons of choice (aside from their wands) are a pair of small, unnamed rod-like devices, about the length of one's palm. They are occasionally referred to by others as 'Blue Glove Rods' for lack of a better (or official) name, as the Blue Gloves do not speak of, or share their weapon designs with anyone outside their group. The Blue Glove Rods triple in length by extending outwards from both ends when used. This custom-designed wizarding weapon uses high-pitched ultrasonic sound waves that cause a target of human or organic origin to bleed profusely from its orifices and fingernails. Within mere seconds, the target’s blood supply is drained into a puddle on the floor, leaving them dead. While it works on people within a limited radius, Olaf and Oleksander remain unaffected. Their immunity remains a mystery and a Blue Sun secret that not even Marisa is privy to, but it is assumed that the inventors of the weapon also designed a protective guard to be ingested or worn by the weapon-bearers.

The Blue Gloves are mentioned on occasion outside Bolvangar by the insane River Tam who escaped the facility. She does not specify who they are or what they do, but utters a rhyme: "Two by two... hands of blue..."




Leaving The Circle


It is important to know that The Circle is precisely what it is - a perfect ring with no visible gap, and no exit. Once you are ensnared within its hoop, there is no 'out'.

Members who become disillusioned with The Circle's ideals, and who are not part of The Third Ring, tend to simply fade into the background, participating in none of The Circle's activities, yet unable to reveal the organization's existence to the authorities, or anyone outside it. Active Circle members refer to such individuals as "Dead Members" (not to be confused with actual deceased members). They are left alone unless they try to cause trouble, or sabotage The Circle in any way.

On occasion, should a Dead Member refuse to perform a certain task for the Circle that no other member is capable of doing (e.g. accessing classified information at their place of employment), Marisa has been known to use the Imperius Curse on them. The Circle's inner fold simply calls it "Reactivation".
